‘The Money Is Sitting In Our Account’ : Adutwum On $1.2M World Bank Cash

Dr. Osei Yaw Adutwum, Minister of Education, has clarified allegations of possible shady dealings in a $1.2 million World Bank-sponsored training program for public school teachers.

The Minister claims that the money was not squandered, as some media reports claimed, and that the amount in question was not even intended for teacher training, as suggested.

“The good news is that the money is sitting in the [Ministry’s] account as we speak,” the Minister said today, Thursday, May 26, 2022, at a press conference in Accra.

Claims against the Minister alleged that the Ghana Accountability for Learning Outcomes Project trained over 40,000 teachers on the digital literacy platform (GALOP).

According to the reports, the Education Ministry and the Ghana Education Service requested $1.2 million from the World Bank, but the training was not held after the funds were released by the international financial institution.

However, the sector Minister insists that the facts have been misinterpreted.

“The money was not intended for training.” The training was to be supported by us, and once we could demonstrate that we have a stake in the game and are committed to the transformation of education under GALOP, they would release the funds, which they have done. Nothing is wrong here because the World Bank has approved our funding,” he stressed.

Dr. Osei Yaw Adutwum was particularly concerned about attempts to smear his reputation, despite his commitment to assisting the government in revamping Ghana’s education sector.

He has, however, stated that these allegations will not deter him from pursuing policies that will benefit the country.

“So nothing can be further from the truth than me supervising a project that will not benefit Ghanaians; it will never be true, and I will never do that.”

“I didn’t come to this country to do that, I came to help and ensure that the President’s mission for the transformation of Education in the country is accomplished. You work so hard and others who don’t care will do anything to dent your image”, he added.

In a separate statement though, the Ministry clarified the issues as follows:

BACKGROUND

i. Ghana Accountability for Learning Outcomes Project (GALOP) uses Results Based Financing (RBF) instrument where project funds are disbursed contingent on the achievement of pre-agreed results and independent verification of results.

ii. In 2020, the Ministry secured additional SISm as COVID-19 Global Partnerships for Education Accelerated Funding to better respond to disruptions to education due to COVID-19.

iii. Under this component, one Performance Based Condition (PBC) against which disbursement is tied is Teachers Trained in Digital Literacy. The MoE was expected to train 40,080 teachers . Digital Literacy to trigger disbursement of S1.2 million.

ACTION TAKEN

iv. In collaboration with Ghana Education Service (Gob), KA Technologies had been engaged to supply laptops to, and train teachers in digital literacy. To ensure efficiency in the utilization of sector resources, the Ministry leveraged the teacher training platform developed by KA Technologies and National Teaching Council (NTC) platform ( for the provision of digital literacy training.

v. Based on evidence from the Kanton platform, a total of 41,860 Teachers had registered as participating in digital literacy training on the KA Technologies platform as of November 30,21. Out of this total, 40,042 had been through at least a course on digital literacy. Similarly, teachers had accessed the NTC platform and were participating in the training.

INDEPENDENT VERIFICATION

vi. Independent Verification of the Ministry’s Report on achievement was done by the Education Sector Development Partners as the requirement of the project.

vii. The Development Partners’ Group was taken through a presentation on the teacher training platforms, courses mounted, teachers registered and the courses taken. Furthermore, the Partners’ were given access for their independent engagement with the platform.

viii. Issues raised by the Development Partners such as the adequacy of the content on the teachers training platforms were addressed in a series of engagement with the Development Partners Group.

ix. Following these engagements, the Education Sector Development Partners’ in a letter dated March 25, 2022 officially communicated their verification and confirmation of achievement of PBC 7.2B. Among others, the Group noted that documentation provided by the MoE to the Chair of the Development Partners Group shows that, as of November 30,2021, a total of 41,860 Teachers from 685 schools across the country have registered on the platform and 40,042 have completed at least five digital literacy courses.

x. Consequently, the World Bank transferred ..2m to the Ministry after their internal clearance of the PBC The funds will be programmed for GALOP implementation activities in the next budget cycle as per project implementation arrangements.

xi. Beyond the submission of the report and verification, many more teachers have been trained on both the I, Technologies and NTC developed platforms. K.A Technologies platforms has 148,510 signed up uses. Similarly, 43,988 teachers had been trained on the NTC platform as of May 26, 2022.

xii. The World Bank has not written to Ghana Education Service (GES) or any other Agency of the Ministry to confirm the achievement of results. Evidence of teachers trained is available on the NIG teacher training platform and the KA Technologies Platform.

Women in the US are threatening not to have sex with men in protest of the Supreme Court’s decision on Friday, June 24 to illegalize abortion as pro-choice supporters organized rallies all across the US through the weekend.

There has been national outrage especially among liberals following the court’s ruling to overturn women’s federal right to abortions, with 26 states expected to further restrict or outright ban abortions.

Some women on social media are now planning to withhold sex from men ‘until abortion rights are federal law.’

‘Women of America: Take the pledge. Because SCOTUS overturned Roe v. Wade, we cannot take the risk of an unintended pregnancy, therefore, we will not have sex with any man — including our husbands — unless we are trying to become pregnant,’ one Twitter user wrote.

There were also calls for ‘sex strike’ across the country as terms including #SexStrike and #abstinence began trending online.

‘I live in New York and I am DOUBLE FURIOUS with the Supreme Court. I want to find people who are coordinating a mass sex strike. That is our power,’ another woman raged. ‘Women have the power here. No more sex until abortion rights are federal law.’

Another supporter wrote on Twitter: ‘Womxn! Calling for a national #sexstrike  No sex with men until women’s rights are codified by law. #Allmen #Underhiseye.’

‘Perhaps a #sexstrike (also known as #abstinence) would help the men folk to be all in on this #womensrights issue,’ another Twitter wrote. 

Others posted a graphic that read: #SexStrike. If our choices are denied, so are yours.’

Brianna Campbell, 24, told The New York Post;

‘If you’re a man who won’t get a vasectomy, even though it’s reversible, and you’re not out in the streets fighting for my rights, you do not deserve to have sex with me,’ .  

‘I think it’s absolutely valid for us to be withholding the Holy Grail that men seem to think is important,’ Caroline Healey told The Post during a protest in Union Square on Saturday.  

‘Why shouldn’t we withhold it if we’re always worried that they’re not going put a condom on, that they’re going take one off after we ask them to,’ she added.

FIFA President Infantino Is Trying To Tear Me Down Because He Thinks He’s Doing Better : Sepp Blatter

Former FIFA president Sepp Blatter has accused current president, Gianni Infantino of trying to destroy his reputation, as he and former UEFA boss Michel Platini battle court cases involving bribery and corruption while at the head of world football.

Prosecutors have requested a 20-month prison sentence for the pair, with a verdict expected at the start of July but Blatter believes it is just a witch-hunt spearheaded by Infantino to destroy his reputation.

“I want to clear my honour. When I arrived, we were nothing. And when I left, we were an international organisation, solid economically, socially, culturally, even politically,” Blatter explained to RTS.

“I don’t know why, but Infantino doesn’t want me. He even tries to artificially create a case against me.

“He wants to tear me down, but also everything I’ve done because he thinks he’s doing better.

“I must say that I am very touched. I have been accused of criminal instincts, I have been accused of being a thief. It is absurd. I do not know why I find myself in court and I am sure that thousands, not to say millions of footballers don’t understand it either.”

Platini is also defiant in the face of the charges, which he vowed to fight until the very last instance.

“I am shielded against injustice. When we played football matches, which we have lost because of a decision by the referee, we are a little shielded,” the French football legend claimed to RTS.

“But injustice hurts your loved ones, your family, your children, your grandchildren much more, because they are not prepared to undergo this.

“I will fight, I’m in the fight, and that’s something I’ve always enjoyed. I don’t give up, I won’t give up and I’ll go all the way.”

Women Cannot Be Born With A Penis : Boris Johnson Says As He Backs Decision To Ban Transgender Women From Competing In Women’s Swimming

British Prime minister, Boris Johnson has welcomed the decision to ban transgender women from competing in women’s swimming, saying women cannot be born with a penis.

The Prime Minister reaffirmed that he supports FINA’s bar on transgender athletes who have gone through male puberty from competing in women’s events.

The international swimming federation announced that it was changing its policies so that transgender women can only compete in the organisation’s female races if they have completed their transition by the age of 12.

Instead, an ‘open category’ will be set up for transgender athletes to compete against one another at events, including the World Aquatics Championships, World Swimming Championships, and the Swimming World Cup.

Asked about FINA’s ban, Mr. Johnson said: ‘I haven’t studied it in detail but I see no reason to dissent.’

After having the policy summarised to him, he added: ‘That follows from what I’ve previously said.’

Mr. Johnson was also asked if a woman can be born with a penis, amid a debate in some quarters about anatomy and gender.

‘Not without being a man, that’s my view about that,’ the Prime Minister replied.

Speaking to reporters travelling with him during his visit to Rwanda, he was asked if he thinks there is a difference between being a woman and a trans woman.

After pausing to think he said: ‘Yes.’

He added: ‘Look it’s very, very important that as a society we should be as understanding of everybody else as possible. I’ve always stood for that.

‘When you start to move from issues of sexuality to issues of gender you start to raise particular problems.

‘I think I’ve spoken of three concerns I’ve had in the past. They are to do with the age at which you can (become) Gillick competent to transition, the question of safe spaces for women, and the difficulties you have in sporting competitions.

‘These are all very difficult problems and you have to be very, very sensitive.’

LGBT charity Stonewall criticised the line of questioning, suggesting the Prime Minister would welcome it as a ‘distraction’ from the political turmoil.

Campaigns associate director Sasha Misra said: ‘The real question that should be on the nation’s lips is this: at a time when we are living through multiple national crises, why are journalists squandering valuable interview time by asking the Prime Minister leading questions about a tiny, vulnerable minority?

‘We know that the majority of the public feel supportive and compassionate towards trans people, who are their family, friends and neighbours.

‘All that is achieved by this kind of media coverage is that trans people feel less safe in their day to day lives, and the public has less opportunity to hear from the government on the pressing political matters of the day.

‘The Prime Minister might welcome the distraction, but he should not be fooled into thinking that anti-trans talking points will win votes.’
